When you are the admin in a Brightspace Community, you have the ability to enroll SUNY Cortland users. You cannot add anyone from outside of SUNY Cortland. To enroll a user, login to Brightspace and enter the community. In the NavBar select Course Tools, then in the drop down menu select Roster.

When the Roster/Class list page opens up, click on the blue Add Participants button and then when the drop down appears, click on Add Existing Users.

When the Add Existing Users page opens up, enter the student's name in the search box and click on the magnifying glass icon.

After a moment a list of names will appear. Check the box next to the student's name on the left side of the page. Then select a role *COR-Student (Non-Cascading) on the right side of the page. Finally, click the blue Enroll Selected Users button at the bottom of the page.
